Advancing Community Development

MISSION STATEMENT

At CIDCenter (Continue Improvement Development Center), we believe it’s not enough just to live in our communities — we must be a part of them. Our mission is to empower individuals to become the best version of themselves by providing education, training, and employment opportunities that lead to self-sufficiency, inclusion, and a true sense of belonging.

VISION STATEMENT

Our vision is a community where everyone has the opportunity to grow, contribute, and thrive — a place where every person feels valued, accepted, and connected, and where education and meaningful work open the door to lasting independence and purpose.

J. Raul Reyes

The Founder and CEO of CIDCENTER has called Indiana home for the past 24 years, building both a professional and personal life rooted in service, community, and a deep commitment to helping others grow. He earned a Bachelor’s degree in Business Administration with a concentration in Management from Indiana University East, along with multiple certifications in workforce development that have shaped his practical, people-centered approach to leadership.

For more than 15 years, he has dedicated his career to employment services, workforce development, business development, and employability training. Throughout this journey, his focus has remained consistent: helping individuals discover their strengths, build confidence, and create sustainable career pathways that lead to long-term self-sufficiency. He has also worked closely with organizations to strengthen workforce strategies, always with the belief that strong systems are built by empowering people first.

His leadership style is grounded in compassion, patience, and collaboration. He believes that real progress happens when people are not only guided, but genuinely supported, challenged, and encouraged to take the next step in their personal and professional lives.

Beyond his professional work, he is deeply committed to community service. He volunteers as a youth soccer coach for players ages 8 to 18, where he invests in teaching teamwork, discipline, and confidence to young athletes. He has also served in various roles through The Church of Jesus Christ of Latter-day Saints, supporting individuals and families on their path toward stability, growth, and self-reliance.

Family remains at the center of his life. He values meaningful time with loved ones, enjoys listening to music, and finds joy in exploring different cuisines and cultural experiences, which continue to broaden his perspective and appreciation for diverse communities.

At the core of his work and vision is a simple belief: when people are met with respect, encouragement, and opportunity, they can rise beyond their circumstances and become active contributors to their communities and their own futures.

Our Story

The CIDCENTER was born from a deep belief that every individual carries within them the potential to grow, thrive, and become the very best version of themselves. It emerged in response to a growing need for a more compassionate, human-centered, and community-driven approach to supporting people as they overcome barriers and move toward lasting self-sufficiency. At its heart, The CIDCENTER is rooted in the understanding that when people are met with dignity, encouragement, and genuine support, transformation becomes not only possible but natural.

After more than 15 years of working in workforce development, the Founder and CEO recognized that true transformation requires more than simply telling individuals what to do. He saw the importance of investing in people’s personal and professional development, encouraging and challenging participants to reach their next step in life, become the best version of themselves, and achieve self-sufficiency. He also believed that individuals should make a commitment to give back and pay forward to their communities by becoming active and engaged members of them.

Unlike traditional models that simply instruct people on what to do, CIDCENTER was founded on the principle of partnership. The organization believes that real change happens when people are treated with dignity, respect, and equality. At CIDCENTER, staff, partners, and participants work together as a team, building trust and creating pathways toward personal growth, stability, and long-term success.

The purpose of CIDCENTER is to empower individuals and families by providing guidance, education, workforce development opportunities, mentorship, community resources, and life skills that strengthen their ability to thrive independently. The agency focuses on helping people not only survive difficult circumstances, but also develop confidence, leadership, purpose, and a sense of belonging within the community.

The CIDCENTER recognizes that living in a community is not enough; people must also feel connected to it and become active contributors to its growth and well-being. Through collaboration, encouragement, and access to resources, The CIDCENTER seeks to create stronger individuals, stronger families, and ultimately a stronger community.

The agency serves as a safe place where challenges can be addressed with compassion and practical support. It is a center of hope, transformation, and opportunity — where barriers become steppingstones, and where every person is encouraged to believe in their potential and future.

The CIDCENTER stands for unity, empowerment, self-sufficiency, leadership, and the belief that together we can create lasting positive change for generations to come.
